All these wonders and buildings are canonical (derivied from original Civilization game), so they will rather stay as it is. See for example augmented2 https://github.com/Wahazar/augmented2 - there are tradesettings in game.ruleset,
if income is 0 traderoute is disabled in such case.

So you can't expand borders into enemy territory more, than it can occurs currently. This is a crucial statement - I didn't propose that military unit would change ownership of ANY tile - this can be done by making fortress (if enabled).
