If you really want to grant lots of technologies at the start, I think you could do it via Lua scripting. Stable release 2.3.3

The current stable release of Freeciv is 2.3.3, released in December 2012.

As usual, source code and Windows packages are available here.

Relative to previous 2.3.x versions it's a bugfix release. See the full list of changes since 2.3.2.
