It's not 100% same thing but there is a Royale ruleset used at https://freecivweb.com/ and it has been there for a while now. It's for more regular games but I suppose it could be used for AI games even while the AI can't really handle some unit classes that well.

This initiative doesn't seem to be working that well. Questions asked, issues raised and the answer is usually silence. Or that's how it has been lately. No one is of course required to spend time answering. Yet if there are no talks it's not really working that well. Also no idea how to add people ...

I can play the game and use the software.
Can I get the source code for the AGPL licensed stuff? Currently it seems that this is not always the case and this pretty much tells the story about the compliance.
