They can't. An adjacent tile to the one you're irrigating must have river, lake, ocean, or irrigation -- and real irrigation, the automatic irrigation bonus of cities doesn't count, though you can irrigate a city tile to bring the water explicitly through.

Thanks! i did not discover this before because I always put my cities on plains or forests or hills for greater production. Using grassland instead (for faster growth) is much more attractive now that I can transform the grassland into hills. I'm pretty sure grassland is optimal for city placement ...

I've never had problems fighting the AIs with Democracy. Yeah, happyborders usually on. But also Shakespeare's Theatre for the city producing naval units, so they don't cause unhappiness. J. S. Yeah, barbarians mean that even on an Island game, I try to make sure my cities are well defended by turn 60 (or later: server setting) when the barbs appear. I've played a bunch under 2.3, some under 2.4, never seen air units or submarines. Do see battleships, if they get far enough. Don't think I've seen spies. I've lost single units to diplomat bribes, but never a city.
