Assuming civ2civ3 ruleset (the default in 3.0), Help -> Units -> Engineers say: "With knowledge of Fusion Power, Engineers may also perform more radical terrain transformations than Workers, Settlers, or Migrants, with the "transform" order."

Do you know Fusion Power?

Is that "extra_flags" within [control] section?

If you don't already run with deprecation warnings enabled, it might be a good idea; use commandline parameter --warnings.

Thanks. That should resolve amplio & amplio2 part of it. Waiting art for other tilesets (especially hexemplio that is the default tileset)

I suggest you start with the ruledit (ruleset editor) icon that is completely missing at the moment, and is the most urgently needed one. Looking at the version history it seems that our current icons are not derived from any .svg. We used to have .svg based icons, but then updated to current ones.
