How about, each unit starting a turn on rails gets (N minus base movement) additional railway-only moves they can use, that evaporate if the unit leaves the rails, and can only be used for actually moving - not attacking or doing terrain improvements. You could test the civ2civ3 ruleset, it's rather different wrt governments. And of course you could copy any ruleset and tweak the government boni + penalties as you like ;)

Hi, I copied 23 images from this thread to a new Category:NExtended on the Wiki. I skipped all grids containing more than one unit or building, and I skipped some images, where "save as" suggested some text file (unclear forum oddity).

Ad for freeciv-3.0 already; freeciv-ruledit in 3.0 will be able to load 2.6 rulesets, and so can later future versions load rulesets of the previous version (but not older). what triggers the Culture and Acts points? Check out .../experimental/game.ruleset in a 2.6 alpha version (2.5.99). Near the end of this game.ruleset after the disasters you find various achievements. No idea what they actually do, my "upgraded" 2.5 ruleset (+ anything new found in 2.6 ex...
