For a tooltip AND a warning icon.
Red color is associated with errors and prohibitions, AFAIK. So, icon is better in this case, IMHO, because it's clearly a warning, and that icon is associated with them.

I meant the development process. I, personally, find github-like workflow more comfortable. But it's all up to active developers, at the end of the day.

Migrate to DVCS

Sorry if it has been discussed already, but I want to propose a migration from svn to git or mercurial (the latter being easier to use for folks who are haven't used DVCSs much). Development using forks, feature branches and pull requests would be much more neat than the current state - with patches...

"Aliens" ruleset features sea cities. And I'm sure sea improvements are not that hard to implement. I dunno about decent AI support of them though.

No, strategic resources like in Civ 3 and above. E.g., you can't develop Nuclear technologies unless you have some uranium on your land, etc.
AFAIK, strategic resources are not implemented in Freeciv.
