You can still just play 1 civ then. It's not a big disadvantage in a game with so many people. Make 1 good ally. Bam you've evened things out no problem. In the sense of quote of OP, whole freeciv is "cruel". This is a non-issue for a game like Freeciv. Players who wants to just peacefully build their empire with no units are very few, and that's a whole different game.
Unfairness, like multi-accounting, is a totally different issue though.

I would love a world-like map with connected continents and waterways around it all, and even huge inland areas would be good to mix it up.
Also I agree on reducing the player number for some games at least. 150 seems to work very good for G1 with fewer idlers it seems.

Allowed two accounts? I think most people, including me, wants to play one civ. Controlling several accounts just doesn't feel like the spirit of the game for me.
