Territory and roads.
In my opinion player borders could been spread across roads/railroads. In my opinion that's normal, because trade routes and units could add territory to country.

I probably mess up ideas. I mean player border, but there's never possible to mod player border by citysize/building. I didn't mean count of workable tiles by city. Sorry.

City Border size dependend on buildings in city
As I remember, there's rule to set City's border size depend on is superhigways build in this city and city size. I can't find this rule in effects.ruleset of classic ruleset. Can someone help?

Should be:
