Yeah, having no anarchy at all might work but it would also remove the one tc penalty you get when switching. ...and the problem with this is...? Maybe the Eiffel Tower could be added with a reasonable price but for a short period of time only. Something like Railroad - Combustion. It might be more...

It's probably for the best. As for revolution and governments, the most straightforward solution would be to have revolutions with *no* period of anarchy, meaning, instant, as if everybody had the Eiffel Tower. Then it's the same for everybody, regardless of whether they do it at TC or in the middle...

Here it is. For the record, just after Founders there is the Settlers definition. When I load the ruleset with this, I get three Settlers at the start of the game (setting ic "cccwwwxxxx", Workers and Explorers are there). When I simply delete "NoBuild" (and the comma before it) ...

...except the "NoBuild" part. When I give the starting unit this flag, it doesn't even appear. So, am I misunderstanding how this flag works? I want the original batch of Founders to be available at the start of the game, but after that I don't want them to be built in cities.

Oh, hell... There is no "Small Land" in terrain.ruleset at all... It seems I patched units.ruleset and terrain.ruleset from two different rulesets... which is weird because I was pretty sure I took stuff from only one source, but there you go.

I pinpointed the problem. Game starts with some Settlers, Workers and Explorers. When those units are given the flag "Small Land", they are not created at the beginning. When they are given flag "Land", everything is fine and the game starts normally and with them. It seems there...
