Move action.
Is there any contraindications against making movement an action? That could be more useful in making accessible terrain mechanism more extendable, like allowing to go into some terrain only if some technology is researched.

I must wrote, after mobilizing my nation, I can still product harbor. Harbor is rather peacefully building, so I don't know why can I build it.

In Civilization IV built building is faster, when city have certain resources. Maybe making work on tile with iron/coal/etc. giving a production points for newer ships/mechanized units and stones giving production points for buildings makes sense? And another thought. I don't know if blocking of building will also block effects. Civilopedia doesn't say anything about blocking effects of building, so I think the answer is no. Probably not, because policy/multipliers multiply value of effects. Mobilization disallows to produce civilian buildings.GriffonSpade wrote:Wouldn't this be doable with a Policy slider(2.6+)?

I see you suggest to make connection of effect accumulators and effect events (both mechanism was introduced to Progress). Maybe collaborate?
