The TechTree utility linked there is the only one I know of. No idea if it still works; it might well need tweaking.

I've fixed the links on that page to point to files.freeciv.org (where most stuff from download.gna.org ended up), and most of the links now work, including the TechTree one.

EDIT2: how to force Tribal as default initial government type? I found it, nation.ruleset, but when I changed default_government to "Tribal", ruleset error occurred for first nation Abkhaz, that it is not allowed (but I see nothing in Abkhaz ruleset, which would prevent such change). EDIT...

I confirm that the AI code shows no sign of understanding the Capturer, Capturable, or Bombarder flags -- it doesn't look for them at all. So yes, it's going to be stupid with them. The AI does have a bodyguard system (aiguard.c), so it might be relatively simple to teach the AI that Capturable unit...
