Bug #20981, I assume.

I can't immediately reproduce the symptom when I load this into 2.3.4 on Linux; I can start fine (turn 0, no cities have been established yet). What version are you trying to load it into?

Well... The instructions in doc/README.nations (and wiki/Nations whence it came) really describe the process for someone preparing a patch for submitting for inclusion in our releases. The Makefile.am and POTFILES.in files only exist in the source code tree, you won't find them in your installation....

Works for me, on Windows and Unix.

On these machines, can you manually view http://download.gna.org/freeciv/modinst/2.3/modpack.list in a browser? That's the initial URL the installer will try to use.

Are you behind a web proxy, or anything like that?

Guess: perhaps the reverse DNS for your IP address is broken? The server you're running sends its idea of its own hostname to the metaserver. It looks like the metaserver does a name->IP DNS lookup, and if the resulting IP address is not the one the metaserver saw the message come from (or lookup fa...

Oh, and you'll need SVG versions of the flags. There's some more info about this sort of thing on the wiki (and it may even be up to date).
