What does "Plague" in Freeciv mean?
The plague(=Black Death), or some infectious disease?
In case particular diseases such as Cholera might also be confusing players,
other disasters such as Tornado or Drought may be suitable.

That's not a bug, that's just how computers work: A byte (the smallest reasonably usable unit of information) can contain values from 0 to 255.
