If you want a challenging game, place several AI nations in the same team. The default server options will allow them to share the researching pool, so a team with 5 or 6 AIs uses to research faster than me. If you do not want them to research so fast, disable the shared pool.

Since diplomatic agreements aren't actions performed by units, I'd assume that action enablers aren't the way to go for these. I'm still hoping that some time in the future, the actor ↔ target dynamic is extended to effects (or maybe even the entirety of effects and action enablers generalized into...
