Installed python and now I am able to compile freeciv-2.4.0-beta.Thanks for the help.

Now I could finish configure without any problems. But make fails with following error message.

I am using generic MinGW environment with gtk-2.24 (All in one bundle).
While configuring freeciv-2.3.3 gtk2-2.24 was detected.
