Non OneAttack attack move cost has moved to the ruleset. See osdn #41646

An Attack used to cost a full single move. This move cost has now moved to the ruleset. You can now make it cost a single move fragment or multiple full moves.

I know that some ruleset authors go through sandbox looking for ideas. Do you expect stuff there to fit well into a civ2civ3 style ruleset?
