PM bard about this, he has a ruleset civ2civ3_earth where he allows canals but only on tiles that are x distance from an ocean.

You correctly understood me. In Progress this have some minus too, because players cannot built cities on the same tile - if two units of foes living on the same tile, building cities would be blocked. I raised an issue (#765533) for the above request (to allow a ruleset to assign init_techs to nations via a table, instead of requiring a clone of the nations folder to make any changes to nations).

Hey taka, awesome work- my National traits mod is similar, I will probably try to pull some parts of this work forward into 2.6 and 3.0+. Our unique buildings and the names of some traits, for example, are going to overlap. Thanks for the inspiration!
