1. Building railroads was possible before, but you had to remember to build roads first. Now, building roads and railroads should just work correctly, the keyboard shortcut is R for both. I have fixed the bug with the angry citizen in the city dialog now. Apparently, I didn't understand all the code there, but it should work correctly now.
