3.0 is the absolute earliest possible date. After 3.0's data file format freeze 3.1 will be the earliest possible date.

You need a Freeciv server with fcdb support. Type fcdb on the command line. If it says the support was deactivated at compile time your Freeciv server doesn't support it. Even if your Freeciv server has fcdb you still have to activate fcdb when the server starts. This is done with the Freeciv server...

The problem for the AI is, as far as I know, the processor. Its CPU usage grows fast with map size, number of cities, number of units etc. A game with many nations on a huge map with many cities and units will be unplayable against AI opponents on a weak computer.

It is, as VladimirSlavik said, a compressed text file. Just decompress it and open it in a text editor. Some text editors, like GNU Emacs, can load and edit the compressed file.

AI players uses a lot of resources compared to human players. The late game on a big map with many AI players can be extremely slow.
