or
freeciv-server -p 15550
Probably server is badly built, try that Mac installers from here : http://forum.freeciv.org/f/viewforum.php?f=4 ?

It probably stops because you miss libtool ?You must have libtoolize installed to compile freeciv.
Download the appropriate package for your distribution,
or get the source tarball at ftp://ftp.gnu.org/pub/gnu/libtool/

There is not much micromanagment. Use h shortcut - just move unit to city press h, and home is changed.
