From 2.6, in the civ2 ruleset, diplomats can act directly from on board ships (at your request ; gna #23604 ). Other rulesets (including the default) still don't have this rule, but if you want to add it to a custom ruleset, studying the civ2 one should show how it is done. Thanks. I was unaware of...

I am running Ubuntu 16.04. I have freeciv version 2.6.0-beta3 installed. Have you compiled it yourself? If not, where you got it? So; if I change the value to "200" for the library, a library will produce twice the number of science bulbs from the default of "100".
