They have no towns that can be located they just pop up wherever, whenever and I've killed they're leader lots of times and no effect

Im not to sure how to get rid of them other then attacking them but is there a way to officially get rid of them? Im trying to change setting and when i was finished i pressed ok and when i went back nothing was saved only thing that was saved was the amount of AI i set up! :( So please if possible tell me a possible way to fix this or fix the game yourself?
