I am in war with another nation and I want to steal a technology from this nation. Thus, I use a diplomat but when this one enter in a city from this nation, I cannot in the suggested menu to steal a tecnology. Why ?

I should like to form a team with several IA players but I do not know how to do.
Is anybody can help me ?

I started a new game after I filled my options file. Of course I saved this options file.
Now, I don't know how to load my saved options file in order to change some option before starting a new game.
