What happens first on Turn Change, building production/completion or happiness calculation? If the city is rapturing and just got one unhappy citizen, but Temple is about to be finished on next TC, does rapture continue? That's how the game works.

You could consider it unrealistic, but every game is an approximation of reality. Some things are made more difficult while some things are made easier. This one is made easier.

I did make it executable immediately and yeah, the ./ thing occurred to me afterwards, but it didn't help. And I just checked, permissions are -rwer-er-e, so it's definitely executable. However, a weird thing - at least to me: TAB is usually used to finish the command or a file name I'm typing. But ...
