No particular ruleset ... My hope was an integration into main stream freeciv so you could easily integrate the new units into your ruleset without manually having to add the graphics. A GM doesn't have to play the game to be able to exercise his powers. Administering is done from outside the game or by using command line which can be done by simply logging in as an observer.
