In Civ I the palace is much like any other improvement with some exceptions: A. Only one at a time (per player). If you build a duplicate the other is lost (no sales revenue I believe) B. An argument could be made that a Canal should give a trade bonus like a River does, but I did not do that because then you could add a Canal to tiles worked by a city just to get that trade bonus, which seems wrong. Another issue with barbarians is lack of sea unit flag, which guarantee spawning such unit if certain tech level i achieved by any player. Such flag exists for land units, but not sea ones. What flag are you referring to? What appears to be missing is a distinction between "BarabarianBoat"...

Only one nation can be land barbarians or sea barbarians at time. Their appearing mechanism is hardcoded but it's possible to set barbarian rate to "only from huts" and produce them by scripting engine. The barb nations actually persist for some substantial period of time after the "...

Please get rid of empire penalty, it does not make sense at all. There are big countries in the world such as USA, Brazil, Russia and others and protests usually happen for reasons unrelated to the size of the country. This is a FEATURE of the civ * genre (all fc rulesets that I know of AND Civ I)....
