By default, allied victory is enabled, which is exactly what you describe. I'd assume that typically it doesn't work by having all players ally, but by having one alliance wipe out everyone else. World Peace Victory Scenario
Is there a way to have multiple people win, if every remaining player has an alliance with every other remaining player? It'd probably be the hardest possible way to win a game. Otherwise, it'd be funny to see a game just go on in perpetuity with no winner.

My island is so small, I don't have room to settle all of my settlers. Now the question is, do I have my spare settler join an existing city, or do I rush to make a boat and find an island that doesn't have a player on it yet?

It'll be interesting to see how the reputation players earn from these types of tricks will carry forward from one game to another.
