Currently in some ruleset player will gain free technology, when conquering cities. I would change this - player wouldn't get technology, but only some percent of random technology victim knows, but player not. I would prefer to make it simpler. Player can kept as many units on the tile as they need. Player can also give one unit order to protect other units. He/She can select units to protect.
