Workaround: Check out older commit where build directory == source directory was still allowed and make distclean for source directory there. There is nothing better than simple solution. Creating goods could also allow to implement chop forest/grain/stones/etc. In newer Civilization games, workers/builders could remove resources from tile. If course, goods are produced in factory, but factory is prerequirse of power plant and factory needs energy to produce some goods.
