* Introduction

 Empires ruleset is an extension of the default ruleset.
The rules are almost the same as the default rules, but some extra elements have been added.

* Government

** Feudalism

Based on Monarchy
Req. Tech: Feudalism

Always increase +1 trade point, There aren't shield bonus in capital.
 You can't grow your cities by means of celebrations. All your cities
 are free from paying 2 upkeep for your units.


** High-Technology State

Based on Democracy
Req. Tech: Electronics

Final science output is multiplied by 1.5, and final gold output is multiplied by 0.5.
 The chance of civil war is higher. During celebration, each worked
 tile will get +1 trade point. One unhappy citizen appears for every 8 cities.


** National Mobilization Law

Based on Democracy
Req. Tech:  Guerrilla Warfare

Final science output is multiplied by 0.5, and final gold output us multiplied by 1.5.
 Waste and Unit_Upkeep_Free and Martial_Law is the same as that of Communism.
 There are no Senates. Make_Content_Mil=2. The chance of civil war is
 higher. During celebration, each worked tile will get +1 trade point.
 One unhappy citizen appears for every 8 cities.


** Social Democracy

Based on Democracy
Req. Tech: Labor Union

Unit upkeep will be based on gold upkeep rather than shield upkeep.
 Unhappy_Factor=3. Make_Happy=3. One unhappy citizen appears for every 8 cities. Celebration has no effect.

City_Vision_Radius += 1 (City MinSize=9)
City_Vision_Radius += 1 (City MinSize=13)
Caution: There are bugs with increasing City_Vision_Radius, see Gna bug #20887.

*** The Pentagon
Air/Helicopter/Missile class units gets +2 additional movement steps, and its Veteran_Combat = 50, and +4 HP recovery every turn.
Enables the player to build the Great General of the Air Force which is a more powerful version of Paratroopers.

You can transport one unit per turn between two cities. (add to Airport effect)

National Building: Garden
National Wonder: Sacrificial Altar, Aztec Sun Stone
Unique Units: Quetzalcoatl, Tezcatlipoca

Starts with the following additional unit: Explorer.

Make two unhappy citizens content.

*** Sacrificial Altar
Can build Quetzalcoatl and Tezcatlipoca which are Land class units with high attack points.

*** Aztec Sun Stone
Recover all units' hitpoints by +6 at every turn. And units that did not move recover 25% hitpoints per turn.

Increases the Gold production in every city by 50%.

Starts with the following additional unit: Settlers.
First city will get Granary for free in addition to the standard improvements.

Increases the Science production in a city by 50%.

*** State Farm
Grassland/Plains tile gets +1 additional food.

*** The Forbidden Palace
Increase city vision radius and the squared city radius. (+10)
Caution: There are bugs with increasing City_Vision_Radius and City_Radius_sq, see Gna bug #20887.
This wonder's effect will be enabled not only if you are Chinese, but the wonder requires Building:Palace in same city.

*** Great Firewall
Make 2 unhappy citizens content forcefully if you are Chinese.
Cannot use any diplomacy if you are not Chinese.

Starts with knowledge of Pottery.
Starts with the following additional units: Workers (2).

Make 1 citzen happy in a city.

*** Trading Post
City gets +4 additional golds.
You can build Merchant Ship (Req. Tech: Trade and Navigation), that can establish trade routes.

*** Suez Canal
Every city gets +10 points trade production. (ver2.4)
Every city will be added +1 more trade route. (ver2.5+)
Your city needs adjacent River and Oceanic tile to build this Wonder.

There are no anarchy period.

Unique Units: Great General

First city will get Barracks for free in addition to the standard improvements.

Increases the Gold production in a city by 50%.

*** Notre Dame
Make two content citizen happy in every city. You need Cathedral to build the Wonder in a city.

*** The Louvre
The city gets +40 points science.
The city gets +60 points science with Copernicus' Observatory at same city.

*** Arc de Triomphe
You get the Great General which is powerful Riflemen with large vision.
Halves units' upgrade costs.

Increases the Shield production in this city by 50%.
Increase the number of units with no population cost a city can build in a turn by one.
You get the LZ 127 Graf Zeppelin which is a transport airship.

All cities gets +50% defence bonus. (against Sea/Trireme, Air/Missile class units)

*** Olympia
All Greek units gets +50% defence bonus. (against all class units)
Upgrade 1 obsolete unit per turn. Auto upgrade will work along Leonardo's Workshop, upgrading 2 units per turn.

The player always has up-to-date knowledge of all cities (but not units) despite fog-of-war.

Sea class units get +1 additional movement point.
Can build Battleship Yamato which is a very powerful battleship.

Make -2 unhappy citizens content in a city if you are not Mayan.

Make 3 unhappy citizens content in every city.
In every city 1 unit is free from shield upkeep.

*** Long Count Calendar
Product pollutions increase +33%.
Product pollutions increase +66% if any player find Tech:Nuclear Fission in the world.
Mayan or any player who has Long Count Calendar is not affected by this negative effect.
Some government is not affected by this negative effect. (Anarchy, Despotism, Monarchy, Republic, Feudalism)

All horse flag units recover +5 HP per turn.
Can build the Great Mongol Khan which is powerful Dragoons with CityBuster, and has one veteran level.

All units get +50% defence bonus against Land class units in any tile. You can build the KGB Agent which is a Spy with SuperSpy and stelth flag.
